Refugee programmes boosting development – Hon. Onek

The Minister for Relief, Disaster Preparedness and Refugees, Hon. Hillary Onek, has said Uganda’s progressive refugee policy continues to deliver both humanitarian protection and socio-economic benefits for host communities.
While appearing on UBC TV’s Front Bench Programme, alongside Mr. Patrick Okello, the Commissioner for Refugees Management in the Office of the Prime Minister, on Monday, the Minister noted that Uganda’s approach to refugees is anchored on global cooperation and the country’s long-standing commitment to peace and stability.

“Uganda is part of the United Nations and remains an emblem of peace. Our role as Government is to provide security and space for refugees, while international partners support humanitarian needs,” Hon. Onek said.
He explained that while refugees are hosted in Uganda, much of the humanitarian support is provided through international agencies such as the United Nations and the World Food Programme, with the Government focusing on coordination, security, and long-term integration.
The Minister highlighted that development interventions, such as the Development Response to Displacement Impacts Project (DRDIP), have significantly improved infrastructure and livelihoods in refugee-hosting areas.
He noted that roads have been constructed, and electricity access has been expanded in refugee-hosting districts, including Yumbe and Koboko – and trading centres have grown into vibrant urban settlements.
“These investments are not only supporting refugees but are also transforming host communities through improved services, markets, and economic activity,” he said.
Hon. Onek added that refugee presence has contributed to economic activity, noting that refugees participate in trade and contribute to tax revenues, creating a mutually beneficial relationship with host communities.
Meanwhile, Mr. Okello said Uganda’s open-door refugee policy continues to stand out globally for promoting inclusion and self-reliance.

He noted that refugees in Uganda have the freedom to move, start businesses, and transfer capital, which allows them to actively participate in the economy.
“In a competitive business environment, there is a lot that the local communities can learn from refugees, especially in urban settings, where innovation and resilience are key,” he said.
The Commissioner added that this interaction has strengthened local enterprise and encouraged both refugees and host communities to adapt and thrive in a shared economic space.
