OPM shares updates on cattle restocking, DRDIP II and NUSAF IV projects

KAMPALA

As part of the 2026 Africa Public Service Day events, the Office of the Prime Minister (OPM) on Thursday shared the latest updates on key ongoing and forthcoming programmes.

During a press conference at OPM in Kampala , the team, led by the Permanent Secretary, Mr. Alex Kakooza, also provided essential information on services offered by the Ministry.

They also highlighted key aspects of the OPM’s 2025–2030 Strategic Plan, which lays out a clear roadmap for fulfilling its constitutional mandate of leading government business in Parliament.

In addition, the plan outlines how the Ministry will ensure effective coordination and implementation of policies across Ministries, Departments, Agencies, and Local Governments.

Mr. Kakooza said ongoing interventions such as the cattle restocking programme and the resettlement of people at risk of landslides in the Mount Elgon sub-region are progressing well.

The Government provided Shs 80 billion and Shs 56 billion for the cattle restocking programme and the second phase of the resettlement and cash transfer programme, respectively, this financial year.

Under the multi-year cattle restocking programme, the Government is giving Shs 5 million to each household in the Lango, Acholi, and Teso sub-regions. The Shs 80 billion will cover 16,000 households.

There are around 1.6 million households in the three sub-regions, according to information from the Uganda Bureau of Statistics.

“The Government has provided Shs 100 billion for the cattle restocking programme in the next financial year,” Mr. Kakooza said.

Under the resettlement and cash transfer programme, he explained that the OPM has so far resettled several households from the landslide-prone areas in the Bugisu sub-region to Kween District in the Sebei sub-region, where the Government has acquired large chunks of land.

“But because it is difficult to get additional large pieces of land in Mount Elgon, the Rt. Hon. Prime Minister has proposed to the Cabinet that it allows us to give people money so that they can look for land on their own,” Mr. Kakooza added.

He also revealed that the second phase of the Development Response to Displacement Impacts Project (DRDIP II) and the fourth phase of the Northern Uganda Social Action Fund (NUSAF IV) will be launched soon.

These projects, Mr. Kakooza said, will make significant contributions towards improving household incomes, building resilience, and facilitating inclusive national development in beneficiary districts.

The acting Undersecretary for Pacification and Development, Mr. Daudi Bukomooko, explained that the Government is implementing various affirmative action interventions, including micro-projects in Teso, Luwero-Rwenzori, northern Uganda, Bunyoro, and Busoga, among other areas.

Mr. Fredrick Walugembe, the Commissioner for Strategic Coordination and Implementation; Mr. John Kalule, the Commissioner for Monitoring and Evaluation in charge of Agencies, NGOs, and Other Public Institutions; and Mr. Emmanuel Turyatunga, Assistant Commissioner for Monitoring and Evaluation responsible for inspection in Central Government, discussed new strategies for improving the monitoring of government programmes.

Mr. Patrick Okello, Commissioner for Refugee Management, outlined the challenges facing Uganda’s refugee response and called for increased support from the international community.
