LESOTHO GOVERNMENT DELEGATION TRAVELED TO GHANA TO BENCHMARK PUBLIC ADMINISTRATION, SERVICE DELIVERY SYSTEMS AND STRATEGIES FOR CAPABLE PUBLIC SERVICE IN ORDER TO ADAPT APPLICABLE PRACTISES IN LESOTHO.

A high-level delegation from the Kingdom of Lesotho embarked on a five-day public-sector leadership and institutional development study tour in Accra, Ghana from 3 to 7 August 2026.

The programme brought together 22 senior officials and public-sector leaders drawn from the Office of the Prime Minister, the Office of the Accountant General, the Ministry of Public Service, the Lesotho Institute of Public Administration and Management (LIPAM), the Ministry of Tourism, Culture and Sports, Parliament and other government institutions.

The study tour endeavors to strengthen executive leadership, promote institutional learning and cooperation across government and support the transformation of LIPAM into a centre of excellence in public-sector training and development.

Key areas of engagement include public-sector reform, institutional transformation, executive leadership and coaching, research and innovation, institutional autonomy, knowledge transfer, benchmarking and the preparation of practical action plans.

The delegation is engaged with leading Ghanaian institutions and experts, including the Ghana Institute of Management and Public Administration (GIMPA) to learn from Ghana’s experience in public administration, leadership development and service-delivery reform.

Hon. Motšoane described the programme as an opportunity for Lesotho to draw from tested African approaches and adapt relevant practices to its national public-service reform agenda.

“An effective public service requires capable institutions, ethical leadership and a culture of continuous learning. This study tour will help us identify practical approaches that can strengthen performance, accountability and service delivery across the Government of Lesotho,” he said.

Hon. Makhalanyane underscored the importance of cooperation between Parliament and the Executive in advancing institutional reforms.

“The lessons emerging from this programme will assist both the Executive and Parliament in advancing reforms, including the transformation of institutions such as LIPAM from dependency towards semi-autonomous status. Such reforms must remain responsive to the needs of the Basotho people while promoting efficiency, professionalism and accountability,” he said.

The programme will conclude with leadership commitments and priority actions to support the LIPAM Transformation Programme and strengthen executive leadership and coaching throughout Lesotho’s public service.

The participation of Lesotho’s political, parliamentary and administrative leadership reflects the Government’s continued commitment to strengthening public institutions, investing in public servants and improving the quality of services delivered to entire Basotho nation.
