KYANKWANZI

The Rt. Hon. Prime Minister Robinah Nabbanja has cautioned government agencies against operating in silos, saying greater coordination is necessary for the country to achieve its tenfold growth ambition.

“Many national challenges do not belong to one institution,” the Premier told chairpersons of boards of directors and chief executive officers of government institutions at the conclusion of their five-day retreat at the National Leadership Institute in Kyankwanzi on Friday. “They require institutions to work together. Where mandates intersect, we need coordination, not rivalry.”

She said citizens do not experience government through individual agencies but rather as one system.

The Premier noted that the Government has developed policies, plans, institutions and systems to guide Uganda’s transformation, adding that the challenge now is to translate these into results through joint action.

“We want to grow the size of our economy to USD 500 billion by 2040, and implementing this strategy requires a whole-of-government approach,” Rt. Hon. Nabbanja said. “This approach requires institutions to align their mandates, resources, capabilities and actions towards shared national outcomes.”

She called for the adoption of a culture that prioritises results.

“Let us move from plans to execution; from activity to results; from expenditure to value; from institutional silos to whole-of-government outcomes; from compliance to performance; and from governance to impact,” the Prime Minister said.
