Highlight of Minister Lumumba at OPM

As Rt. Hon. Justine Kasule Lumumba settles in her new role as the Minister of ICT and National Guidance, we bring you highlights of her tenure at the Office of the Prime Minister, where she has been serving as the Minister for General Duties.

Her active involvement in National Performance Reporting, Local Government Performance assessments, Programme reviews, and barazas has contributed to improved accountability and performance across various levels of the Government.

Additionally, this has promoted evidence-based decision-making and strengthened the implementation of Government Programmes and Projects. Key highlights of Lumumba’s tenure are outlined below:

  • Coordinated the preparation of the Government-wide performance reports, including the annual and half-annual reports for the Cabinet.

  • Supported the implementation of digital reporting workflows and vote onboarding under the National Development Plan monitoring and evaluation system, which strengthened timely, structured, and results-based reporting.
  • Supported the Local Governments Management Service Delivery assessment and verification processes, dissemination of findings, and follow-up on credibility issues. This produced evidence-based data for improving the local government service delivery and performance accountability.
  • Undertook field monitoring visits to capital investments, service delivery points, and government projects in selected local governments to provide practical evidence on the implementation quality, functionality, and value for money.
  • Supported programme scorecards, indicator analysis, issue papers, briefs, and review meetings, which improved the understanding of achievements, underperformance, risks, and required corrective actions.
  • Contributed to the monitoring and assessment of locally led adaptation and Performance-Based Climate Resilience Grant interventions, which advanced the institutionalization of climate-resilient service delivery and local government adaptation planning.
  • Engaged Ministries, Departments, and Agencies, Local Governments, the National Planning Authority, the Ministry of Finance, Planning and Economic Development, the Ministry of Local Government, the Ministry of Public Service, the United Nations Capital Development Fund, and other partners on performance management issues, which strengthened whole-of-government coordination and aligned results.
  • Conducted community forums (barazas) to provide a platform for citizens to directly interact with government leaders, technical officers, and service providers regarding issues affecting service delivery.
  • Localized the Sustainable Development Goals and integrating them into the National Development Planning framework.

Lumumba has been replaced by Hon. Eng. Hilary Onek, who until recently was the Minister for Relief, Disaster Preparedness and Refugees in the Office of the Prime Minister.
