Inside 2021-2026 interventions by the Ministry of Northern Uganda

As the 2021–2026 term comes to an end, we look at the impact of the affirmative action interventions implemented by the Ministry of Northern Uganda in the Office of the Prime Minister.

The Ministry’s Mandate involves promoting recovery, peacebuilding, and poverty eradication programs in the Acholi, Bugisu, Bukedi, Lango, West Nile, and Sebei sub-regions.

Over the past five years, it was led by two political heads: Hon. Grace Freedom Kwiyucwiny (from June 2021 to March 2024) and Hon. Dr. Omona Kenneth Olusegun (from March 2024 to May 2026). Some of the ministry’s achievements are outlined below. However, these milestones do not capture those of the broader interventions implemented by other Ministries, Departments and Agencies of government over the same period.

  • Fast-tracking the cattle restocking program covering the Acholi, Lango, and Teso sub-regions. Under this program, which aims to address the adverse effects of past conflict and cattle rustling, each household is being offered Shs 5 million for the purchase of cows. The first phase of the program, which was approved by the Cabinet, is underway.
  • Developing the five-year Northern Uganda Social Action Fund IV (NUSAF IV) project, which was approved by Parliament in 2025. Funded by the World Bank, the project aims to reduce poverty, enhance social protection, and boost economic resilience in the Lango, West Nile, Acholi, Teso, Karamoja, Busoga, Bunyoro, and Bukedi sub-regions.
  • Overseeing the implementation of presidential directives on the reduction of bush burning in Acholi and Lango and the removal of migrant pastoralist cattle keepers from the northern region.
  • Hon. Dr Kenneth Omona handing over Motorcycles to District Veterinary Officers in Northern Uganda under Executive Order No 3 of 2023

    Procuring and distributing motorcycles to District Veterinary Officers in Madi-Okollo, Nwoya, Apac, Amuru, and Gulu.

  • Procuring and delivering vehicles (two pick-ups) and five computers (laptops) under the Northern Uganda Rehabilitation intervention.
  • Procuring and distributing 18,230 pieces of iron sheets and 100 heifers to beneficiaries.
  • Resettling former Lord’s Resistance Army combatants.Supporting women, youth, female-headed households, former Lord’s Resistance Army abductees and returnees, people living with disabilities, people living with HIV/AIDS, and teenage mothers under the micro-projects intervention.
  • Monitoring the implementation of government interventions and conducting barazas to encourage the people to embrace ongoing socioeconomic transformation ventures, such as coffee growing.
