President Museveni directs Accounting Officers on service delivery

President Yoweri Museveni has directed leaders and accounting officers to focus on results and accountability in implementing government programmes. This, the President said, will promote efficient service delivery.

“Public resources must directly impact citizens’ lives, and leaders and public servants must ensure efficiency and accountability for socio-economic transformation,” Museveni said in a closing statement delivered by the Rt. Hon. Prime Minister Robinah Nabbanja at the National Performance Review Conference at Speke Resort Convention Centre in Munyonyo, Kampala, on Friday.

The review covered the performance of the central government, local governments, and the implementation of sustainable development goals.

The President said he was encouraged by progress in improving service delivery, increasing revenue generation, and the strong performance of key programmes, such as the sustainable development of petroleum resources, the administration of justice, and tourism development.

He congratulated the top performers in the local government category, which included Isingiro and Kiruhura districts and Nansana Municipality. “Let us move from discussion to action and ensure that no Ugandan is left behind,” the President said. “Let every intervention translate into real change at the household level.”

Held under the theme “Coordinated Actions for Accelerated National Socio-Economic Transformation amidst Global Partnership Reform,” the conference was attended by ministries, local government leaders, government technical staff, and development partners.

Sustaining momentum

The Premier said that some of the key issues that emerged from the conference include the need to sustain momentum on sustainable development goals, strengthen financing for development, improve data systems for tracking results, deepen regional cooperation, and ensure that no one is left behind.

“The key cross-cutting priorities emerging from this conference are clear: stronger implementation discipline, better maintenance of public investments, improved staffing, tighter monitoring and evaluation to curb misuse of resources and eliminate corruption, and stronger coordination across sectors and levels of government,” Nabbanja said.

The Rt. Hon. 3rd Deputy Prime Minister and Minister without Portfolio, Rukia Nakadama, assured development partners of Uganda’s commitment to working with them and all other stakeholders to drive Uganda’s socio-economic transformation.

The Minister for General Duties in the Office of the Prime Minister, Rt. Hon. Justine Kasule Lumumba said that Uganda is on the right track to development.

Meanwhile, the United Nations Resident Coordinator, Mr Leonard Zulu, lauded the President for his steady leadership and direction of the country.

“Your consistent emphasis on self-reliance, production, accountability, and national ownership continues to guide all of us who are privileged to walk with Uganda on its development journey,” Zulu said.
